What Is Hierarchical Agent Systems?

Each workstream is assigned to a mid-level agent (manager) that further decomposes its workstream into concrete tasks. These tasks are assigned to worker agents that execute them using tools. Results flow back up: workers report to managers, managers synthesize and report to the CEO, and the CEO produces the final output. Level Design
A typical three-level hierarchy:
Level 0 — Orchestrator/CEO: Receives the original task from the user. Responsibilities: understand the goal, create a high-level plan, assign major workstreams to Level 1 agents, monitor progress, synthesize final output. Uses a powerful model capable of strategic reasoning. Has minimal tools — primarily the ability to spawn and communicate with Level 1 agents.
Level 1 — Managers: Each manages a workstream (e.g., "backend development," "market research," "content creation"). Responsibilities: decompose their workstream into concrete tasks, assign to Level 2 workers, review worker outputs, resolve issues within their domain, report progress and results upward. Uses a capable model with domain-specific prompting.
Level 2 — Workers: Execute specific, well-defined tasks (e.g., "write the user authentication endpoint," "find revenue data for company X," "draft the introduction paragraph"). Has direct access to tools: code execution, file operations, web search, APIs. Uses an efficient model appropriate to task complexity.
Recursive Decomposition
The power of hierarchy is recursive decomposition. The CEO says "Build a web application for project management." Level 1 decomposes this into: backend API, frontend UI, database design, authentication, deployment. The backend manager further decomposes into: user endpoints, project endpoints, task endpoints, middleware. Each endpoint is assigned to a worker. This recursive breakdown continues until tasks are small enough for a single agent to execute in a few tool calls.
Supervision and Quality Control
Each manager agent reviews the work of its subordinates before passing results upward:
- Output validation: Does the worker's output meet the task specification?

A single agent working on a large project would need to hold the entire project context — architecture, all files, all dependencies — in its context window. This distribution enables working on projects that far exceed any single context window.
Natural Error Containment
When a worker agent fails, the failure is contained within its manager's scope. The manager can retry, reassign, or work around the failure without disrupting other workstreams. - Depth vs. breadth trade-off: Deeper hierarchies (more levels) provide finer-grained decomposition but increase communication overhead and latency. Conflict resolution — what happens when two workers edit the same file — must be handled explicitly, either through locking, merge strategies, or sequential access.
- Cost scaling: A 3-level hierarchy with 5 agents per level involves 1 + 5 + 25 = 31 agents. Even if most are short-lived, the token cost of spawning, instructing, and collecting results from all agents is substantial. Budget management across levels is essential.
- Goal drift: As instructions pass through levels, they can subtly shift. The orchestrator's intent may be slightly reinterpreted by the manager and further reinterpreted by the worker. Mitigate by passing the original goal description to all levels alongside the specific task.
- Parallel execution within levels: Workers under the same manager can often execute in parallel. Managers under the same orchestrator may also execute in parallel if their workstreams are independent. Exploiting this parallelism reduces total execution time.

- "Deeper hierarchies are more capable": Beyond 3 levels, hierarchies suffer from communication overhead, goal drift, and coordination complexity that outweigh the benefits of finer decomposition. Most effective systems use 2 levels (manager + workers).
- "The orchestrator should control everything": Effective orchestrators delegate authority, not just tasks. A manager should have autonomy to decide how to accomplish its workstream, not just follow step-by-step instructions from above. Micromanaging defeats the purpose of hierarchy.
- "Every task needs a hierarchy": Hierarchical systems are justified only for tasks with genuine multi-level complexity. A simple task routed through three levels of management wastes time and money. Use the simplest architecture that handles the task's complexity.
- "Hierarchical agent systems are like org charts": While inspired by organizational structures, agent hierarchies differ in key ways: agents can be spawned and destroyed instantly, context is not truly shared (only messages are), and there is no institutional memory across sessions (unless explicitly built).
