What Is the Evaluation Scaling Problem?
Consider a world-class Go player reviewing the moves of an amateur. Every mistake is visible; every good move is recognized. Now consider an amateur reviewing the moves of a world-class player. The amateur cannot distinguish brilliant play from mediocre play -- the skill gap makes evaluation impossible. This is the evaluation scaling problem: when the system being evaluated exceeds the evaluator's capability, evaluation degrades from measurement into guesswork.
For AI agents, this problem is not hypothetical. It is emerging now. Code-generation agents produce solutions that junior developers cannot fully verify. Research synthesis agents combine information across more papers than any single human has read. Planning agents consider more variables than human planners can track simultaneously. In each case, the human evaluator faces the same asymmetry: they cannot reliably assess what they cannot fully understand.
The evaluation scaling problem strikes at the foundation of AI safety and deployment. Every assurance we have about AI system behavior rests on evaluation. If evaluation becomes unreliable as agents become more capable, then our assurances degrade precisely when the stakes increase. This is not merely a technical inconvenience -- it is a structural challenge that shapes the trajectory of AI development.
How It Works
Current Manifestations
The evaluation scaling problem is already observable in specific domains:
Expert-level code. Agents produce code that passes all tests and appears correct, but involves architectural patterns and optimizations that reviewers cannot fully verify. A reviewer might confirm that the code works but cannot confirm that it is secure, maintainable, or free of subtle bugs. Studies show that human code review catches 30-50% fewer bugs in AI-generated code than in human-generated code, not because the AI code has fewer bugs, but because the reviewer's mental model does not match the AI's approach.
Research synthesis. An agent synthesizing findings across 500 papers produces a summary that no single human can fully verify. The human can check individual citations but cannot verify that the synthesis accurately represents the aggregate -- there may be papers omitted, nuances lost, or connections fabricated. The evaluator would need to read all 500 papers to fully evaluate the output, defeating the purpose of the agent.
Complex planning. Agents that plan across multiple interacting systems (supply chain, resource allocation, scheduling) produce plans with thousands of interdependencies. Human evaluators can check local consistency but cannot verify global optimality. The plan might be locally reasonable but globally suboptimal, and detecting this requires the same computational effort the agent expended.
Proposed Solutions
Scalable oversight. Hierarchical human review where each reviewer checks a portion of the output, with a coordinator integrating partial reviews. This scales human evaluation capacity linearly but does not resolve the fundamental capability asymmetry -- if no reviewer understands the full system, aggregating partial reviews may miss holistic issues. Scalable oversight works well for decomposable outputs (modular code, structured reports) but poorly for holistic outputs (integrated strategies, creative works).
AI debate. Two agents argue opposing sides of a question, and a human judge determines which argument is more convincing. The key insight: even if the human cannot independently evaluate the answer, they can often judge which argument is better. This leverages the human's comparative judgment, which remains reliable even when absolute judgment fails. Experiments show that debate improves human evaluation accuracy by 15-30% on tasks where the human cannot independently verify the answer. Limitations: debate works best for factual questions with clear arguments and poorly for taste-based or value-laden evaluations.
Recursive reward modeling. An AI system helps the human evaluate another AI system. The helper AI identifies specific claims to check, generates focused verification questions, and highlights areas of uncertainty. This reduces the human's evaluation burden from "verify everything" to "verify the AI's verification." The recursion terminates at a level where the human can confidently evaluate. Risk: if the helper AI and the evaluated AI share the same biases or failure modes, the helper may systematically miss the same issues the human would miss.
Interpretability-based evaluation. Rather than evaluating the agent's output, evaluate the agent's reasoning process using interpretability tools. If we can understand why the agent made each decision, we can identify flawed reasoning even when we cannot independently solve the problem. Current interpretability tools (attention visualization, feature attribution, chain-of-thought analysis) provide partial access to agent reasoning but fall short of full transparency. The gap between interpretability tool capability and the complexity of agent reasoning is itself a scaling problem.
Constitutional AI as partial solution. Constitutional AI (CAI) embeds evaluation criteria into the agent's training process, creating an agent that self-evaluates against specified principles. This shifts some evaluation burden from deployment-time human review to training-time principle specification. CAI addresses the scaling problem for value alignment (does the agent follow its principles?) but not for capability evaluation (is the agent's answer correct?).
The Philosophical Boundary
At some point along the capability spectrum, evaluation transitions from measurement to trust. When a human evaluator cannot verify the agent's output, they face a choice: trust the agent or reject the output. This is not evaluation -- it is a decision about epistemic authority.
The boundary is not sharp. It manifests as increasing evaluator uncertainty, longer review times, higher rates of errors missed, and growing reliance on proxy signals (does the output look right?) rather than direct verification (is the output right?). Recognizing when this transition is occurring is itself an evaluation challenge -- evaluators may not realize they have crossed from verification into trust.
The Evaluation Arms Race
As agents improve, evaluation must improve in lockstep. This creates an arms race dynamic:
Evaluation lag. Evaluation methods develop slower than agent capabilities because evaluation research receives less attention and funding than capability research. The gap between what agents can do and what we can reliably evaluate grows over time.
Evaluation-capability coupling. Using AI to evaluate AI (as in LLM-as-judge, debate, and recursive reward modeling) means evaluation capability scales with agent capability. But this introduces circular dependency: if the evaluation AI and the evaluated AI share failure modes, evaluation becomes self-confirming rather than independently validating.
Diminishing human contribution. As AI handles more of the evaluation, the human's role shrinks from primary evaluator to overseer of AI evaluation. Each step removes a layer of direct human contact with the evaluated system, making it harder for humans to detect systematic evaluation failures.

The explanation can be as hard to verify as the output itself. An agent's reasoning through a complex mathematical proof may be step-by-step, but a non-mathematician cannot verify each step. "The evaluation scaling problem only affects superhuman AI." The problem appears whenever the agent exceeds the specific evaluator's capability in the specific domain being evaluated. A junior developer already cannot fully evaluate a senior-level agent's architectural decisions. A non-specialist cannot evaluate a domain-expert agent's technical analysis. "Formal verification will solve the evaluation scaling problem." Formal verification works for properties that can be precisely specified (the code never accesses unauthorized memory, the plan satisfies all constraints).
